City of Villains is nearing release (10/25/2005) and it actaully will have PvP that does seem like it will be worth while.
Read below for more info on the CoV PvP and how it will merge with CoH.

Game Features: Heroes versus Villains (PVP) In addition to the six gigantic PvE zones (the normal areas in which players are not able to engage killing each other),City of Villains will feature PvP zones in which Heroes and Villains powered by real players may clash in epic battle and street fights. Three of these zones will be available to City of Heroes players for free, even if they haven't picked up a copy of Villains yet. Each zone will have a unique 'game' related to PVP.
Game Features: Base Building Design and customize your own Villain or Hero lair! Build up defenses against Base Raids from other players.
The base editor is very easy to use and the bases themselves are very customizable; no two bases will ever be the same. Players have the ability to raise the floors and/or lower the ceilings. Bases are going to be very interesting places to roam around in, and they will also pose many surprises for attackers.
Not only can you control the types of room, sizes, shapes and themes of things, but you can even control the lighting location, intensity and color. Rich supergroups are going to have the bigger bases, since each component costs. No base should be without automated defenses, teleporters to convenient locations, a medical bay and other useful things. However, through a crafting system known as Salvage, players may be able to create just about anything that would otherwise have to be purchased from a shop. Select mobs are going to drop Salvage as loot.
Game Features: Base Raiding City of Villains lets players design and build infinitely customizable fortresses of evil with a slant towards Heroes versus Villains PVP: Players repel intruders with vicious weaponry and diabolical defenses.
Bases will certainly be PVP hotspots. It turns out that only Bases that contain "Items of Power" are vulnerable to PVP. Items of Power provide supergroups with a group buff, so they'll be very desirable to have -- but the price you'll pay is to make your base vulnerable to attack. Base raids will be scheduled and anonymous -- That is right, you won't know who's attacking you until it happens. Raid sizes will be limited to 8, 16 or 32 people, determined by the attacker -- and it will cost the attacker Influence of Infamy to schedule a raid.
There are two ways to win. Either the attacker destroys 6 seals that can be found around every base, or the attacker places 6 pylons around the base. Depending on the base design and defensive strategy, the attackers may need to make a quick decision around which route to take. There might be some indirect ways to gain an advantage in an attack by destroying power supplies in the base to disable automated defenses, for example. One last thing --one advantage (or weakness) the attacker has is his team is teleported into random locations in the base at the moment of attack.
